# Fresh-loan WALR vs the repo cut: what RBI’s study means for a ₹5 Cr+ quote

> In the RBI’s October 2026 Bulletin article on transmission to lending rates, a cumulative 125 basis-point cut in the policy repo rate (February 2025 to March 2026) coincided with a 93 bps decline in the weighted average lending rate (WALR) on fresh loans of scheduled commercial banks. Of that 93 bps, 80 bps was an interest-rate effect and 13 bps a composition effect from shifts in credit mix across banks and sectors. WALR is an aggregate system measure — it does not establish whether any one borrower’s quote rose or fell. For a fresh ₹5 Cr+ LAP, working-capital or LRD file, check the benchmark, spread, reset date and product terms on your own sanction letter or quote.

## What the Bulletin says (official figures)

From the RBI press release on the October 2026 Bulletin (article by Yuvraj Kashyap, Kamal Gupta and Arvind Jha):

- **Repo cut window:** cumulative **125 bps** reduction in the policy repo rate, **February 2025 to March 2026**.
- **Fresh-loan WALR:** declined **93 bps** over that same window.
- **Of that 93 bps:**
 - **80 bps** — interest-rate effect
 - **13 bps** — composition effect (credit mix across banks and sectors)
- **What this means:** aggregate WALR moves with both rate changes within lending groups and shifts in their shares of credit. Transmission cannot be read as “every borrower got X bps.”

RBI notes that views in Bulletin articles are the authors’ and do not represent the views of the Reserve Bank of India.

## Fresh vs outstanding WALR — why the gap matters

- **Fresh WALR** is the weighted average lending rate on fresh loans in the reporting period. It provides aggregate context for new borrowing, without determining a particular quote.
- **Outstanding WALR** is the weighted average lending rate on loans still outstanding. Its movement reflects rates and lending mix across the existing loan stock.
- **Composition can move the average without your contractual rate moving.** More credit flowing to cheaper (or dearer) segments changes WALR even if your own spread is unchanged.
- **Individual quotes require separate comparison.** WALR reflects aggregate rates and lending mix; it does not establish whether any individual borrower’s quote rose or fell.

## What it means for a ₹5 Cr+ LAP / WC / LRD quote in TN

- **Past repo cuts do not determine today’s quote.** During February 2025–March 2026, the repo rate fell 125 bps and aggregate fresh-lending WALR fell 93 bps. The WALR decline comprised an 80 bps interest-rate effect and a 13 bps composition effect; neither establishes the change in any individual borrower’s quote.
- **External benchmark:** identify the benchmark named in the contract. For a repo-linked loan, check how repo changes feed into the contractual rate and when the next reset applies (see [banks’ October RLLR filings](/news/banks-pass-on-repo-hike-rllr-october-2026/)).
- **MCLR-linked CC/OD or LAP:** resets on the lender’s MCLR cycle and your reset date — not necessarily the day of an MPC press conference.
- **Check the lender’s pricing terms.** For a floating-rate quote, identify the benchmark and applicable spread. Check fees and other charges separately when comparing total borrowing costs.
- **Product loan checking and approval differs:** a property-secured LAP, a drawn CC limit, and an LRD on contracted rent are assessed differently even when the headline repo is the same.
- **Use published ranges only as a map.** Check the [Chennai property and rent loan rate tracker](/chennai-lap-lrd-rate-tracker/); run scenarios on the [EMI calculator](/tools/emi-calculator/) — never treat either as a quote.

## What to check on your sanction letter / next quote

1. **Benchmark name** — RLLR / EBLR / MCLR / other, and the exact % on the letter.
2. **Spread / mark-up** — check its components and the contractual conditions under which the lender may change them.
3. **Reset date and frequency** — when the last policy or MCLR move actually hits your account.
4. **EMI vs tenure path** — whether the lender raises EMI or extends tenure when the rate moves.
5. **Fresh vs takeover terms** — processing, foreclosure, and whether a [balance transfer / top-up](/services/balance-transfer-top-up/) still wins after costs.
6. **For CC/OD** — interest on utilisation + drawing-power rules; see [working capital](/services/working-capital/).

## Frequently asked questions

### Did fresh bank loan rates fall as much as the repo cut?

Not fully, on RBI’s aggregate measure. Against a cumulative 125 bps repo cut from February 2025 to March 2026, the WALR on fresh lending of scheduled commercial banks declined 93 bps (RBI Bulletin press release, 23 October 2026). That is transmission measured at system level — not a promise about any single quote.

### What is the ‘composition effect’ in WALR?

RBI separates the change in aggregate WALR into an interest-rate effect, reflecting changes in lending rates within the groups analysed, and a composition effect, reflecting changes in their shares of lending. For February 2025–March 2026, the 93 bps fresh-WALR decline comprised an 80 bps interest-rate effect and a 13 bps composition effect.

### Does this mean my next ₹5 Cr+ LAP or CC quote will be higher?

The aggregate figures do not tell us whether your next quote will be higher or lower. WALR is a weighted average across the banking system. Your quote depends on the lender, product (LAP, CC/OD, LRD), benchmark, spread, collateral and your file. Ask for the all-in terms, benchmark and reset date in writing — do not read your rate off the Bulletin headline.

### Fresh WALR vs outstanding WALR — which one matters for a new sanction?

A fresh sanction is priced in today’s fresh-lending book. Outstanding WALR reflects the stock of older loans still on books. They can move differently when mix, demand and funding costs shift. For a new or takeover file, focus on the quote in front of you and how it is linked.

### Where should I check published bank ranges for Chennai?

Use the [Chennai property and rent loan rate tracker](/chennai-lap-lrd-rate-tracker/) for published ranges with sources and check dates, and the [EMI calculator](/tools/emi-calculator/) only for scenarios — never as a lender quote.
